2.3.1 Secure Water Supply Program in Central Dry
Zone (Mandalay and Magwe Division)
As annual rainfall in Central Dry Zone is as low as 750mm, villagers and
communities in the area face the serious water shortage problem. With
the cooperation with Department of Development Affairs (DDA) of the Border
Ministry, BAJ has started “Secure Water Supply Project” from 1999. Due
to geographical characteristics, aquifer level in the area exist as deep
as 200〜300 meters below the surface. Therefore, BAJ introduced careful
geophysical survey, equipped big drilling machines for deep boring, installed
pumps with engines or dynamos and facilities around a well. BAJ also conducts
rehabilitation of old tube-wells as well as maintenance of tube-wells.
Simultaneously, BAJ facilitates village water committee to do regular
maintenance, good management of tube-wells, and uplifts the ownership
of tube-wells among villagers.
2.3.2 Construction of New Tube Wells
There are constant requests of constructing tube-wells from local communities.
So far, BAJ has constructed 92 nos. of tube-wells up to July, 2007. Particularly
after installing boring equipment called WATABE Machine which has been
donated from a major donor, drilling efficiency has dramatically increased.
Thus, BAJ and villagers could save energy, time and fuel cost.
When selecting a site, BAJ staff repeatedly holds
meetings with villagers, conducts needs assessment, and asks for villagers'
participation and contribution to foster the feeling of ownership. Simultaneously,
BAJ staff implements hydro-geophysical survey and electric exploration
to check the groundwater condition. After drilling a tube-well, BAJ sets
up a water pump with an engine or dynamo, and water tank. After the completion,
it is villagers' responsibility to maintain tube-wells in good condition.
2.3.3 Rehabilitation
of Old Tube-well
From 1980 to 1986, such agency as UNICEF and governments (namely Australia
and Japan) have provided funds and conducted more than 3,000 numbers of
deep tube-well constructions with the assistance of local skilled engineers
in the field of tube-well construction. Some was damaged with obsolescence,
and others left unrepaired. Sometimes tube-well is saved just through
minor repair or cleaning of wells or pumps. So far, BAJ has rehabilitated
167 nos. of old tube-wells in Kyaukpadaung, Nyaung-U, Thaungtha townships
of Mandalay Division and Chauk township of Magway Division up to July
2007.
Besides, borehole camera, which was recently installed in 2007, was innovative
equipment to see what is happening in a tube-well. At the moment, BAJ
tries to accumulate the data through diagnosis of many old tube-wells
and utilize the data for better rehabilitation in future.
